French Language Services

FLS Accountability Framework:

The French Language Services Act (FLS Act) guarantees the right to receive services and communications in French in designated areas of the province.  In designated areas, these services must be equivalent in quality to those provided in English.  The City of Ottawa is considered a designated area under the FLSA.

The Ontario Regulation 284/11 was adopted on July 1, 2011 aims to improve the delivery of services in French in the public and broader public sectors and requires government to set expectations to ensure that FLS are provided on an active offer basis.

The concept of “active offer” means that services in French are clearly visible, readily available at all times, easily accessible and publicized so that Ontario’s French-speaking population is informed about the services available in French and they can access those services.

At Ottawa-Carleton Lifeskills Inc.:

We have no capacity nor do we provide French Language services.  Our requirement to the Ministry of Children, Community and Social Services (MCCSS) is to be a “Referral Agency.”  This means we are accountable for French language service provision and will ensure an “active offer” of client services in French by:

  • Ensuring signage on how to obtain FLS is displayed in French;
  • Ensuring website, general phone message and referral information provides information on how to obtain service in French;
  • Working collaboratively with partner agencies to support the provision of FLS.
  • Ensuring that all employees are aware of the French Languages Services Act and Ontario Regulation 284/11

To do this, we have:

  1. Developed informal protocols with all relevant French Language services in our area who also receive funding from MCCSS. These agencies are:
    1. Ottawa Carleton Association for Persons with Developmental Disabilities (Association d’Ottawa-Carleton pour personnes ayant une déficience intellectuelle (AOCPDI)
    2. Service Coordination (Coordination des services pour les personnes ayant une déficience intellectuelle)
    3. l’Arche Ottawa
    4. AISO (Association pour l’Integration Sociale D’Ottawa)
    5. Developmental Services Ontario Eastern Region (Services de l’Ontario pour les personnes ayant une déficience intellectuelle (SOPDIRE)
    6. March of Dimes (La Marche des dix sous)
  2. Ensure information on how to obtain services in French in the Ottawa community is identified in our website, information is provided at reception, and in a general phone message redirecting individuals to services in French.
  3. Ensure all OCL employees and volunteers are aware of “active offer” of referral to services available in French. This is done via this Fact Sheet which is provided during orientations as well as reviewed annually. (refer to page 2 for general Q & A’s; highlighted areas reflect some of OCL’s obligations.)
